Although there are variations from village to village, the general organisational structure and hierarchy of the ninja systems of each village is about the same. At the top of the organisation is the village head, or the Kage.

Genin – are the lowest level of ninja and also the ones that display the most difference in power. They are typically sent either on D-rank missions, which are almost entirely risk-free jobs of manual labour, or, rarely, on C-rank missions, which are a cut above that and begin to verge on real "ninja" work that have a very low possibility of risk to the ninja involved.
starting info:

Chunin – are ninja who are qualified to guide other ninja and lead missions. Chūnin have reached a level of maturity and ability that primarily consists of leadership skills and tactical prowess. Genin who do not have the skills to become chūnin are weeded out in the chūnin exams.
starting info:

Jonin – are generally highly-experienced shinobi with great individual skill who serve as military captains. They are often sent on A-rank missions, and experienced jōnin may even be sent on Srank missions (which are considered to be the greatest difficulty).  Jōnin are generally able to use at least two types of elemental chakra, somegenjutsu, and above average taijutsu skills. Can take part in Missons of Rank D – A, They can learn Techniques from Rank D – A with no restrictions. They also can take place in solo missions.
starting info:
Sannin - If a Shinobi has proven that they are capable enough to rise to the title of Sannin, they are in a class of their very own – their power being of equal comparison to a Kage or Organizational Leader.  As an S-rank shinobi, they have become the true masters of their skill groups, taking their said skills to a level which easily illuminates the flaws in others. Those who achieve the rank of Sannin are few and far between. Often to continue the shinobi art, these ninja take on apprentices or students in order to pass on their knowledge and skills.
starting info:
Kage – is the leader of one of the  Hidden Villages and generally are also the most powerful ninja in their respective villages. While other villages have leaders that may call themselves Kage the other villages don’t respect them as such.

Growing by title Promotion
Like most sites you can earn a higher title through exams that are held once a month. There also pre-requisites.  Also Kage has a right to set their ways to promoting their villagers to the next rank with a staff's member permission and approval.

Kage:

Here on Modern Age , our ranking system extends beyond the basic ranks of Genin, Chuunin, Jōnin and Kage . These ranks have been implemented as a ‘half-way’ point that will encourage you to continue growing and feeling like you are obtaining something with your continual effort and roleplay. Although a character's titles and rank is not an indicator of power, nor does it place a limit on how powerful you can become. Ranks and titles are exclusively used as an indicator of status and affect any potential bounties. Essentially, a ninja with a higher letter rank has more confirmed missions under their belt, but beyond that they're unimportant as indicators of power. As such, missing-nin are listed in their village's Bingo Book to be killed on-sight. Becoming on is simple just make a topic about leaving your topic and place the brackets [Fleeing or Defecting]. Other ways is if your Kage marks you as a missing nin for a crime or not doing or returning from your duties. All Missing nin are placed in the bingo book.
